In a letter he wrote to Finance Minister Moshe Kahlon and Housing Minister Yifat Shasha Biton, Fadlon wrote that since he began serving as mayor in 2014, 9,640 housing units have been added to the city, of which 60% has been completed. According to him, the outline plans for another ten thousand apartments.

"Unfortunately, over time, it became clear to me that agreements between the state and the authority are merely recommendations. These days we are facing a broken trough of lack of budgets and the lack of any action on the part of the state to realize national projects promised," he wrote in his letter.

Fadlon notes that the municipal sewage system's connection to the Shafdan is not being promoted. "We are in an operational emergency, according to Fadlon. The State of Israel, for various reasons, drops all its duties on the local authority and does not give the permissions and budgets to establish basic water, electricity, education and transportation infrastructure. We face a broken trough and are forced to halt city development - here and now. Therefore, I decided to close the local committee's activities and immediately stop new construction additions in the city. "

If no significant response is received from state officials by the time the upcoming committee convenes, Fadlon will announce his intention to the local committee this Wednesday.

This is not the first time Fadlon has been complaining about delays in national budgets and projects in his city. Two years ago, and seven months ago he already announced that he would freeze construction in the city, due to failure to transfer budgets to carry out infrastructure projects, but eventually ran out. However, the sections he detailed in the letter indicate that none of the problems he has previously warned - has not been resolved.
