Last Wednesday, a public meeting was held in which Kiryat Haim West's urban renewal program was first presented. This is an area located between Mahal Avenue and Degania Boulevard, and between Warburg and Seaside Boulevard. The area of the program is about 1,000 dunams, where about 10,000 residents live in 4,000 housing units. The new plan offers urban renewal in three areas and an additional 4,500 units. housing.
The dramatic change the plan is proposing is the construction of the "sea front", that is, a series of buildings along President Truman and Seaside Boulevard. The number of residents in this area is expected to grow three-fold, from 828 to 2,336. Kiryat Haim's renewal program / Photo: Irit Zeffer Netanyahu
In the southern part of the plan, around Degania Boulevard, new construction is proposed, also at a multiplier of three. The number of residents here will increase from 1,020 residents to 3,066.
The Warburg Boulevard complex, the main axis of the neighborhood, should also change and get thicker. The number of housing units here will increase from 200 to 600. The average building height is 9 storeys, but there will also be 16 storeys. The buildings in the center of the neighborhood, mostly land-linked, will benefit from additional rights.

Architect Irit Zaraf Netanyahu, who is responsible for planning the program, believes that this is the first project of its kind in the State of Israel. She said, "There is no beach area in the country that has an urban sea front, and I'm not talking about a pier or port. It's crazy potential and the neighborhood's property. Unlike other communities, like Arsuf, which take the coastline - this is what makes it public."
