The Municipality of Haifa is currently promoting a new master plan for urban renewal in the old neighborhoods of Kiryat Eliezer, Kiryat Eliyahu and Kiryat Haim West. The plans have not yet been presented to the local committee plenary, but most of them have already been presented at public meetings that the municipality is currently promoting with residents, where it encourages residents to submit public comments before the plan for approval is presented to the planning bodies.
The program presented is a product of the Haifa Municipality's joint work and the Municipal Renewal Authority. The municipality is also promoting nine smaller urban renewal complexes.
The plan, which is in advanced design stages by a multidisciplinary team led by the architectural office at Raleigh-Levitsky-Kasif, is focused on renewing residential units in construction evacuation routes alongside condensation and strengthening of buildings and creating new urbanity in the neighborhood. The revitalized neighborhoods, established in the 1950s, will rise to a height of 22 stories and a density of 60 apartments per acre. The plans will seek to preserve unique structures that exist in neighborhoods.
The proposed design includes the subdivision of each neighborhood into sub-complexes, each of which will be developed as a separate "urban block" based on a mix of uses - alongside the residential there will be trade, employment, education, health and more. The plan seeks to develop the sea access paths by establishing walking routes, bicycle paths and arteries and public transportation. The central promenade is expected to be renewed as a major hub in the neighborhood, connecting public buildings - including Reut School and the National Maritime Museum - to the commercial centers.
