The construction company Efi Capital and a partnership of the companies Ram Aderet and Salit are the prominent winners in tenders for the construction of over 1,000 apartments on Givat Hamatos in Jerusalem. In total, the state will rake in NIS 809 million from the land lease, a sum that also includes NIS 213 million in development fees.
The Israel Land Authority has issued tenders for 9 heaters, including 1,257 apartments in 12-story buildings. For all but one of the complexes for the construction of 83 apartments, bids were submitted and winners were selected. In total, the tenders that were successfully closed have 1,174 apartments: 468 cheap apartments that will be sold to those entitled by the Ministry of Construction, 670 apartments at the market price, and in addition 36 apartments will be built and supplied for public housing.
Effie Capital won the plots to build 693 apartments, 277 of which will be sold to those eligible for the Ministry of Construction. The apartments for those eligible will be sold according to a key of NIS 14,700-14,180 per square meter and additional VAT.
This rate reflects a price of up to NIS 1.8 million for a typical 100-square-meter apartment.
20 apartments will be handed over to the public housing group, the rest of the apartments will be sold at the market price. The partnership of the Ram Aderet and Salit companies won plots to build 342 apartments, 136 of them at a discounted price for those entitled to the Ministry of Construction. The price of a square meter without VAT in these projects will range from 14,180 to 15,133.
The tender closed today, almost a decade after the state began promoting the plan, and after several postponements in the tender due to international pressure due to the fact that it is a new neighborhood being built across the Green Line, located south of Beit Safafa and west of Ramat Rachel. The country is quick to close the tender today before the inauguration of the new US President John Biden.
Last week, the Jerusalem District Court ordered a freeze on the tender following a petition by residents of East Jerusalem. The residents claimed discrimination because they would not be allowed to participate in lotteries for discounted apartments because they do not have an Israeli identity card. But on Sunday this week the court order was revoked after the petitioners did not deposit the NIS 10,000 needed as bail.
