Encourage urban renewal? Where did the 38th TAMA go?

In the past year, the Ministry of Justice has a team of experts, which has been defined as the "Urban Renewal Removal Team", which was attended by representatives of the Justice Ministry, the Urban Renewal Authority, the Planning Administration and other stakeholders.

The report they wrote was recently published, and it is evident that his writers saw before them the enormous importance of removing the barriersMany that are burdensome to the field, with the goal of reaching the goal set by the government, are to increase the urban renewal rate from 12% of the total construction starts in 2017 to 46% in 2040.

However, although the report contained very important recommendations that could dramatically assist in removing a host of barriers, team members found it appropriate to focus solely on removing barriers in evacuation-construction projects, with almost complete disregard for the fact that these same barriers also exist in TAMA 38 projects.

For example, the team avoided reducing the majority of tenants required to promote TAMA 38 projects, avoided the assertion that the "extortionate tenant" barrier should be addressed in the TAMA 38 project, avoiding a determination that a tenant's voice should have been ignored in the building where the TAM project is planned "A38 (including the splitting of his apartment, taking over a common yard, building on the shared roof and the like). On these issues and more, the team only referred to evacuation-construction projects and completely abandoned the reference to TAMA 38.

While it is true that the 38th timeline has recently set an expiration date and will be coming to an end in October 2022, by that time there are still two and a half years in which many projects that could be stuck in the same barriers to removing the staff have been promoted.

Moreover, in view of the implications of the Corona epidemic and the limited government's activities, the calls for extension of the expiry date of TAMA 38 are increasing. Evacuation-construction projects will be possible and the only option for urban renewal will continue and be carried out in the form of a single building or a pair of buildings.

It is to be hoped that, in the near future, under the new appointment of the new Minister of Justice, further thinking will be held regarding the staff's conclusions and will be more broadly applied to the area of ​​urban renewal as a whole and in the process to TAMA 38 projects as well.
