Urban Renewal Authority Report: A leap in scope for urban renewal programs in 2019

The conversion of the IDF to engage in urban regeneration programs programs Resulted in a doubling of the number of apartments planned under urban renewal procedures. This emerges from the Urban Renewal Authority's report for 2019, according to which some 200,000 housing units are in the process of urban renewal - most of them on paper, under approved programs.

The numbers are many, but it is important to emphasize that most of them will not come to fruition in the coming years in the form of new construction, because these are master plans and educational plans, to be implemented years from now. Last year, plans for approx. 27,000 housing units were approved, double the number approved in 2018. Last year, 28 outline plans and neighborhood master plans for urban renewal were promoted, contributing about 108,000 new housing units in the future, to be outlinedExpect the number of apartments available in these neighborhoods. In addition, treatment was started in 95 complexes for the construction of 71,000 new housing units, of which approximately 55,000 will constitute an addition to the number of existing apartments.

The most interesting numbers of the report are those of building permits, the fruits of which are already determined in the coming years. This year, 14,019 building permits were granted for the GDPR 38, compared with 10,174 in 2018 and 9,983 permits in 2017.

The Authority notes that over the years, there has been an upward trend in the implementation of TEMA 38/1 demolition and construction, and a decrease in TEM 38/2, reinforcement and construction additions.

The four leading housing units in approved urban renewal programs are Rehovot, Tel Aviv, Bat Yam and Jerusalem. Six evacuation-construction complexes were approved on the streets, including 11,852 new housing units, of which 10,170 were additional. In Tel Aviv, 30 complexes were approved, including 8,501 new housing units, of which 5,513 were added. In Bat Yam, 20 evacuation complexes were approved, including 7,197 new housing units, of which 5,130 were added. In Jerusalem, 19 complexes were approved, including 6,142 new housing units, of which 4,505 were added. In relation to population size, the leading city of housing units in approved evacuation plans is Kiryat Ono, with 14 complexes, including 5,204 new housing units, of which 3,402 are additional units.

The top four cities for granting building permits for evacuation-construction projects are Kiryat Ono, Yehud-Monosson, Tel Aviv and Haifa. In Kiryat Ono, permits were granted to 2,126 housing units in seven different areas. In Yehud-Monosson, permits were granted to 2,095 housing units in 5 areas. In Tel Aviv, permits were granted to 1,955 housing units in 7 complexes, and in Haifa permits were granted to 1,685 housing units in 5 complexes.

The top four cities for granting building permits under the TAMA 38 are Tel Aviv, Jerusalem, Ramat Gan and Holon. In Tel Aviv, 145 permits were granted in 2019, Jerusalem 65, Ramat Gan 65 and Holon 33.
