The district planning and construction committee in Haifa approved a decision a week ago that will allow the granting of building permits for about a thousand additional apartments in the Or Yam neighborhood of Or Akiva, some in a price plan for the resident, according to Calcalist.

These are projects that have not yet begun construction due to disagreements regarding the expansion and connection of these apartments to a treatment plant that can meet the amount of wastewater flowing from them. The committee decided that the apartments would be built anyway, even though the sewage treatment plant (Hadera) was not actually expanded.

The apartments in the sea were marketed in tenders by the Caesarea Development Corporation and the Israel Lands Authority. Among those opposed to the construction of a thousand apartments was the Municipality of Hadera, fearing that the load on the wastewater facility due to their construction would impair its ability to promote construction in the areas of Hadera itself.

As a result of the conflict, only 1,740 housing units out of 3,482 housing units in the Or Yam residential area have so far been established. As a result of the district committee's decision, construction of 2,750 units will already be possible.

The committee replied to the Hadera Municipality's claims that, as part of a hearing on the SLA from November 2019 until this week's hearing, progress was needed in promoting the extension of the SLA to the headquarters of housing and the relevant government and municipalities. "At this stage, there seems to be progress in finding the necessary solutions to the issues and that a significant portion of the necessary proprietary, economic and administrative issues are being addressed," it said.

According to the committee, development - such as the construction of sidewalks and roads - has already begun to move in the sea, and therefore the number of apartments that can be developed in relation to the capacity of the UAV should be increased. In addition, the provincial committee will hold a follow-up hearing within a period of up to two months during which you will receive reports on the progress of the Hadera Central Extension processes. "It is important to develop further and proportionate scope in one large, concentrated land division, which has a unit marketed at a cost to the resident," it said.
