According to "Globes", the most significant section of the position paper seeks to reduce the level of agreement on eviction-construction projects from 80%, as is currently the case for two-thirds.

"I am stuck in a project in Ramat Gan today that has been 77% in agreement for a long time, and that's all that saddens us. A sad story," he told Globes only last week, lawyer Dan Halpert, evacuation-construction expert. Many projects do not come to fruition due to insufficient tenants' consent, so if an installation is in place, this could lead to many other projects being promoted.

In addition, the report, which is actually a file of recommendations, recommends anchoring the improvement levy so that it stands at 25% in principle - in other words, it will be the standard.

In addition, the report refers to a recommendation to maintain an arbitration mechanism between entrepreneurs, in the case where there is more than one venture that began to seal tenants in complexes - which happens quite a bit.

The report also addresses the issue of construction offenses in evacuation-construction complexes. Today, many projects are not progressing, since tenants in the past "occupied" common areas such as the shared garden or parts of the roof. In many cases, the developers compensate them independently, in order to try and build the project, a situation that creates an imbalance between all tenants and even causes a murmur. The report includes a recommendation on how the phenomenon can be treated.
