Ofer Investments, controlled by Liora Ofer, is entering the evacuation building for the first time: The company recently won a tender initiated by owners of apartments in the Beit Hakerem neighborhood of Jerusalem for a project to demolish 154 old apartments and 401 new apartments will be erected.

The 18-acre complex, between Cedar Street and Peace Man, features four old four-story buildings at 14-10 Cedar Street. According to the plan approved in 2017 by the District Planning and Building Committee, the old buildings will be demolished and in place 13 new six- to six-story buildings, including commercial areas, will be erected. The plan was designed by architect Carlos Pruss.

The tender was attended by more than ten companies, including Africa Israel and Ashdar. Finally, Ofer Investments' proposal, jointly submitted with the Beta Urban Renewal Group, was won.

According to the social appendix to the plan, the Jerusalem Municipality's Moriah company, most of the population living in the complex, 58%, is of renters, and 56% of the population is in a young age group of 45-20. Also, the majority of the population is native to the country, secular, Hebrew-speaking, educated, and socioeconomic over the medium. As part of the project, the owners of the apartment will receive a new and larger apartment, which includes a space, a balcony and parking.

The condominium owners established a 20-member administration, five from each building, and this was in contact with the condominium owners and promoted the plan, as well as selecting a representative attorney, architect, appraiser and project manager. At the end of the program approval process, which ended within 30 months of submitting the plan to the local committee, the apartment owners conducted a tender to select an entrepreneur.
