Real estate line or plan that will actually stop urban renewal? The Hod Hasharon Municipality has unveiled a municipal renewal policy document in the framework of a public meeting. Dozens of residents, as well as entrepreneurs and contractors, arrived at the meeting. The document, prepared for the municipality by city planner Dr. Ronit Merton Davidovich , Refers to six residential complexes in the city, where the physical condition of the buildings is poor, namely the following complexes: the foundation of the Maale, the PA, the Resurrection, Giora, Ben-Gurion and the minister.

The document is another testimony to the change of priorities and the transition from encouraging renewal through TAMA 38 to large, complex projects for construction evacuation. Unlike other cities, such as TA-Jaffa and Petah Tikva, which have recently published urban renewal policy documents, imposing the weight of the planning proposal On the developer, Hod Hasharon decided to act differently and prepare for each complex and detailed analysis area including the following parameters: the urban context of the project, "ID card" with the characterization of the building and its residents, complex recommendations, including characterization of the amount of public space required, and characterization of the proposed construction in relation to the nature of the area .

The document does not talk about the rent per tenant, i.e. by how many square meters will be increased, but reveals the multiples, i.e. the ratio of the number of planned or desired housing units in the project. By average, as evidenced by the figures presented by the municipality, the vacancy multiplier in the city will be 2.7 new apartments. On every old apartment.

Thus, for example, in the revival complex there are 108 housing units and according to the new layout and according to the municipality, 136 housing units will be added. The Ben-Gurion complex has 124 housing units, and according to the plan, 248 housing units will be added. The "PA" complex has 120 housing units, and the plan offers a maximum of 112 housing units. In the largest complex - the foundation which raises 208 housing units and according to the plan, 296 new housing units will be added in the future. The Giora complex has 128 housing units and is proposed to add another 384 housing units in case of evacuation.

Moti Etstein and Shlomo Nave, who live in the Ben-Gurion complex, say they have been working for years to promote urban renewal projects. They do not welcome the new outline, it seems. "These buildings are almost sixty and, in a state, where all systems are collapsing. Sewage is leaking, the roofs have leaked last winter, everything is falling apart. Nothing".

Nirit Rosenstein, an architect at Ashdar, who works to promote urban renewal in Sharet and Ben-Gurion complexes in Hod Hasharon, told Globes that they were unhappy with the outline. "A plan has been approved and approved by the District Committee, but none of these areas has been implemented so far and this is because the plan is not based on economic viability. Accompanying the program was an assessor who determined that the rights granted in these areas were in compliance with the 38/1 TAMA. He did not consider that these are entire complexes that need to provide solutions for public infrastructure. It is a program that seeks far greater financial resources. "

Hod Hasharon Mayor Amir Kochavi told Globes that "this is the first time that we are trying to strike a balance between the new and the old, from the understanding that we have a social commitment to the residents, but also to the rest of the city. What we are trying to do is create a situation where the complexes Have produced feasibility, but also the ability to address urban infrastructure for long-term planning.

Have you set yourself goals in terms of time?

"We must remember that we are one year after the elections and that a new mayor has to touch and deal with quite a few issues. The mass of urban renewal that is not embodied in these six complexes is something that has kept me busy from day one. We are acting according to our compass. Sounds like we have an interest in attracting time, but my interest is in producing the plan that will allow me to do the best for the city. In the next month and a half there will be compound-focused public meetings, a month later the plan will reach the local committee and we will be able to make final decisions. Tenants and entrepreneurs are clear, but we need to the regulator construction processes. "

Hod Hasharon Municipality has made it clear that the document was first presented to the public but will subsequently meet with residents of the complex and involves the approval of the local committee.
