The Tel Aviv District Planning and Construction Committee approved Wednesday's largest urban renewal program in Bat Yam. The evacuation-construction plan is located in the western part of the Ramat Hanassi neighborhood, at the intersection of Rabbi Levy, Nissenbaum in the west, Yoseftal in the north and November 29 in the south. The program was conducted by Ed Barak Bird.
The plan includes 1,728 housing units instead of the existing 424. In addition, the plan includes 11,000 square meters for employment areas and 6,500 for commercial areas, about 5 dunams for public areas and about 9 dunams for open space. Along Rabbi Levi Street there is construction of 6 ten-story residential buildings. Along Rabbi Street Nissenbaum is 10 towers up to 40 stories mixed with residential, commercial and employment uses and public areas.

The intensive construction is being proposed in a program near the red line of the light rail, which is currently located on the streets of Nissenbaum and Yoseftal, and adjacent to a planned metro station on Yoseftal Street. The complex is also close to the Yoseftal train station. In accordance with the district's policy on building along the UAE (passenger-intensive transportation system), the Commission has set a reduced parking standard of 0.6 parking spaces per housing unit.
